The new Law No. 13157 on soybean and rapeseed exports, which introduces a 10% duty, contradicts agreements with the EU and restricts the rights of Ukrainian producers.

This was stated by Deputy Chairman of the Ukrainian Agri Council Denys Marchuk during a speech on Yedyny Novyny telethon:

"The law on soybean and rapeseed exports came into force last week when it was signed by the President of Ukraine. However, the document contradicts the Association Agreement with the EU, as export products cannot be subject to duties. In addition, one of the key provisions stipulates that commodity producers and cooperatives can export without paying a 10% duty. But this provision does not actually work due to the lack of necessary subordinate legislation, so the law is not effective. The UAС has already appealed to the Prime Minister of Ukraine to normalize the subordinate legislation."

Ukrainian farmers have lost access to their main market for rapeseed and soybeans — the EU — and this has already sent a negative signal to European partners.

“Restricting Ukrainian farmers' access to foreign markets has negative consequences and does not go unnoticed by European partners, who are forming their conclusions based on this situation,” emphasized Denys Marchuk.
