On April 3, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 444, introducing amendments to the procedure for the use of state budget funds allocated to provide support to agricultural producers using irrigated land and water user organizations.
Experts of the Ukrainian Agri Council (UAC), within a project to support affected agricultural producers in partnership with the international humanitarian organization Mercy Corps Ukraine, have prepared a brief explanation of the key changes for farmers and water user organizations based on this resolution.
One of the key updates is a differentiated approach to support for frontline and liberated territories. Agricultural producers and water user organizations registered and operating in areas of possible or active hostilities, as well as in liberated territories, can now receive up to 80% compensation of eligible costs.
For other beneficiaries, the general reimbursement approach remains unchanged, with the maximum support amount set at up to UAH 26,500 per hectare.
In addition, the list of eligible assets for water user organizations has been expanded. Previously, the program primarily covered the restoration of pumping stations; it now also includes repair, reconstruction, and construction of all types of irrigation systems and related engineering infrastructure.
Applications for participation in the program can be submitted through the State Agrarian Register (SAR) following the official announcement of the application period and no later than October 31 of the current year.
