Draft law No.7451 has been registered in the Verkhovna Rada. It aims to unblock privatization and turn abandoned assets into working businesses.
Privatization in wartime: should it be restored?
According to Dmytro Kokhan, advisor of the Ukrainian AgriCouncil on interaction with state authorities, there are thousands of state-owned facilities all over the country that are not being used. Every year their value decreases, and debts accumulate.
"Our offer is simple - we need to ensure a transparent competition and whoever can and wants to invest money in our country now – we have to work with them anyway. Now it is necessary to help any entrepreneurial initiative in every possible way. Especially when it concerns processing," he told to Novoie Vremia publishing.
In addition, bread factories and other similar enterprises could become a platform for grain storage or processing. In addition to increase the added value of products, this would partially solve the problem of grain export.
Unblocking of privatization will make it possible to establish grain processing on the basis of state-owned enterprises, to provide the domestic market with ready-made products such as cereals, pasta and flakes, as well as to export them to the foreign market.
"Any processing reduces the physical weight of exported products and increases their added value. This reduces the load on the railway capacity for grain export," Dmytro Kokhan emphasizes.
This is especially relevant for the western regions, where there are convenient logistics for exporting goods to EU countries and it is important to provide opportunities for the emergence of new industries.
