After numerous appeals by the Ukrainian Agri Council to the Odessa Regional Military Administration and the command of the Ukrainian Navy, a decision was made to partially lift the prohibition on the import of mineral fertilizers. From now on, it is again possible to import the main types of NPK complex fertilizers into Ukraine, which will allow farmers to prepare for the autumn sowing campaign in a timely manner.
These are complex mineral fertilizers based on ammonia, in which the nitrogen content does not exceed 21%, and phosphorus and potassium content is not less than 5%. A mandatory requirement is the presence of an international SDS safety passport, which confirms that such fertilizers are not explosive.
It should be recalled that in July 2025, a joint order of the Ukrainian Navy Command and the Odesa Regional Military Administration No. 113/18 introduced a ban on the import of all types of mineral fertilizers through seaports. This decision did not take into account the hazardous characteristics of fertilizers and created a real threat of a shortage on the eve of the autumn sowing season.
That is why the agricultural associations the UAC and the UCAB have repeatedly appealed to government agencies to review their approach and allow the import of fertilizers that do not pose any explosion hazard. Thanks to the active position of the associations and the support of the Ministry of Economy, it was possible to achieve changes to the order and a partial unblocking of imports.
"Today, the import of the main types of NPK fertilizers into Ukraine has been effectively unblocked. This removes the threat of a shortage before the autumn sowing season. The issue, initiated by the UAC, was resolved quickly. At the same time, there remains a problem with the import of ammonium nitrate, which is explosive, but without its import, farmers will face a shortage and will not be able to carry out field work. We are currently working with the Odessa Regional Military Administration and the Navy command on options for the safe import of ammonium nitrate through the ports of the Danube, and we are also considering the option of importing limestone ammonium nitrate, which is not explosive," commented Andrii Dykun, Chairman of the UAC.
The Ukrainian Agri Council expresses its gratitude to Taras Vysotskyi, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, the Odesa Regional Military Administration, and the Ukrainian Navy command for their constructive approach and quick response to the problems faced by farmers.
