The Ukrainian Agri Council (UAC) held a webinar providing explanations on compensation for losses incurred by farmers in accordance with Cabinet of Ministers Resolution No. 1541 dated November 28, 2025, by which the Cabinet of Ministers of Ukraine approved the Procedure for granting partial compensation for the value of property of business entities destroyed or damaged as a result of the armed aggression of the Russian Federation, as well as partial compensation of insurance premiums under war risk insurance contracts.

Explanations of the key provisions of the two components of the state support program, as well as procedural aspects of participation, were provided by Bohdan Brovchenko, Member of the Management Board of PJSC “Export Credit Agency” (ECA).
The expert noted that the State Budget of Ukraine for 2026 allocates UAH 1 billion for the two components of the business support program. One component provides partial compensation for the value of property destroyed or damaged as a result of missile strikes, shelling, explosions, or fires, while the second component concerns partial compensation of insurance premiums under war risk insurance contracts.
“For farmers, it is important to note that in order to participate in this program, an agricultural producer must be registered in the State Agrarian Register (SAR). Under the first component of the program, a business entity may receive compensation for damaged or destroyed buildings or structures that are owned by the applicant and were used in the course of its core activities prior to their damage or destruction,” Bohdan Brovchenko emphasized.
Answering questions from participants, he stressed that compensation payments are not provided for leased property, as such property is not owned by the applicant.
Ruslan Kalnytskyi, Legal Adviser of the Ukrainian Agri Council, added that UAC experts have also prepared an analytical digest on Cabinet of Ministers Resolution No. 1541, containing detailed explanations of the compensation program and answers to most of the questions raised during the webinar.
“The digest explains the conditions for participation in both programs, the range of beneficiaries, the types of property eligible for compensation, as well as key risks associated with limited budget funding. This document will help agricultural producers navigate the new state support instruments and assess the feasibility of participating in compensation and war risk insurance programs,” Ruslan Kalnytskyi said.
The webinar was held in cooperation with PJSC “Export Credit Agency” within the framework of a Ukrainian Agri Council project to support Ukrainian agricultural producers from affected regions, implemented in partnership with the international humanitarian organization MERCY CORPS, and is the first in a series of webinars aimed at informing farmers and improving the operational efficiency of agricultural enterprises.
