The Ukrainian Agri Council (UAC) welcomes the adoption by the Verkhovna Rada of Ukraine of the draft law No. 12148, which provides for the suspending of loan accruals and payments for enterprises from the temporarily occupied and frontline territories.
This law is a real salvation for hundreds of farmers who proved to be true patriots - they refused to work under the occupation and lost their farms and homes, but are trying to revive their business in the government-controlled territories. The adoption of the draft law became possible due to the effective and systematic work of the UAC experts, who initiated the development of the draft law and insisted on the critical need for its adoption for two years.
“We have repeatedly appealed to the relevant ministries and MPs to support this law, because we knew how difficult it was for our colleagues who found themselves under occupation or in the war zone. Many farmers have lost their land, equipment, and farms, but not their spirit. They want to work, restore their farms, and this law gives them the opportunity to recover and work in the future,” said Andrii Dykun, Chairman of the UAC.
Thanks to the adoption of this law, banks will not be able to charge interest and enforce debts from affected farmers until the end of the war and for another year afterwards. This will allow farmers to temporarily suspend payments, resume their operations and fulfill their obligations to banks in the future.
The UAC expresses its sincere gratitude to all those who supported this draft law - MPs, specialized committees, international partners, and everyone who joined this important struggle. Special thanks to the First Deputy Minister of Agrarian Policy Taras Vysotskyi for his hard work and support, to the Chairman of the Committee on Legal Policy Denys Maslov, Deputy Chairman of the Committee on Legal Policy Pavlo Pavlish, member of the Committee on Legal Policy Serhiy Demchenko, member of the Committee on Budget Oleksiy Honcharenko.
This is not just a law - it is the result of joint efforts, faith in justice and victory.
We call on the President of Ukraine Volodymyr Zelenskyy to sign the draft law No. 12148 adopted by the Verkhovna Rada of Ukraine as a whole as soon as possible and enact it.
