On March 18, 2026, an event was held in Kyiv with the participation of heads of business associations — members of the Ukrainian Business Council — as well as representatives of the legislative and executive authorities on the topic: “Register of Damage Caused by the Aggression of the Russian Federation against Ukraine: Recording Damage to Business.”

For the agricultural sector, the issue of documenting damages and obtaining further compensation has been a systemic challenge since the beginning of the full-scale invasion.

“Since 2022, the UAC has had to work systematically in this area — documenting crimes and damages in the agricultural sector. A huge number of enterprises remained under occupation, and a significant share operated in combat zones. This includes regions such as Kherson, Zaporizhzhia, and Donbas — major agricultural hubs. We continuously received requests from farmers and had to respond promptly. We provided initial recommendations, studied international experience, and explained how to properly document damages,” said UAC Deputy Chairman Dmytro Kokhan.

The UAC is actively working on developing practical recommendations for businesses and cooperating with government authorities.

“It is important that we immediately began working with the government, and today there is already an established process: a methodology for calculating damages for businesses has been approved, documentation rules have been defined, and commission-based inspections are in place. While for individuals damage assessment is relatively straightforward — housing or a car has a defined market value — for businesses the process is much more complex, as losses cover a wide range of categories,” the Deputy Chairman explained.

Particular attention was also given to preparing agribusinesses to submit applications to the International Register of Damage.

“We have been cooperating for the second year with the international human rights organization Project Expedite Justice (PEJ), and we understand that a dedicated cluster will be opened in the Register for businesses to submit compensation claims. We are expecting this and have already started preparing pilot enterprises. Together with PEJ, we managed to finance damage assessments for 65 companies, carried out by certified appraisers. We are ready to submit these cases to the Register and jointly refine this process in order to scale it further. At the same time, these 65 companies represent only a small share, as thousands of enterprises have been affected,” emphasized Dmytro Kokhan.

He also stressed the importance of launching a full-fledged application mechanism as a signal for businesses.

“Even the opening of the Register and the opportunity to submit a claim is already an important signal. For people, it is confirmation that the state and the international community have not forgotten them, that justice will be restored, and that they will be able to receive compensation. Therefore, the key priority is to accelerate this process,” the UAC Deputy Chairman concluded.

The event was also attended by Olena Shuliak, Member of Parliament of Ukraine and Chair of the Verkhovna Rada Committee on State Governance, Local Self-Government, Regional Development and Urban Planning; Markiyan Kliuchkovskyi, Executive Director of the International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine; Ihor Terekhov, Mayor of Kharkiv and Head of the Association of Frontline Cities and Communities; Mykhailo Nepran, First Vice President of the Ukrainian Chamber of Commerce and Industry; Hryhol Katamadze, Association of Taxpayers of Ukraine, and others.
