During the period of large-scale invasion, Ukraine lost almost 172.7 thousand heads of cattle. Due to the decrease in the number of large horned livestock, milk production is decreasing. The UAC supports bills that will contribute to the restoration and further development of the dairy industry.

Bill No. 9161 "On Amendments to the Tax Code of Ukraine Regarding the Reduction of Value Added Tax Rate for Milk and Dairy Products" proposes to tax VAT at a rate of 10% for operations related to the supply and impor of milk and dairy products throughout the supply chain - from production to the final consumer.

The adoption of the bill will help restrain the rise in prices for milk and dairy products, which in turn will increase the consumption of dairy products by the population and create conditions for improving the investment attractiveness and development of the dairy business through gradual increase in demand for animal products.

Bills No. 9162 and No. 9163 are aimed at introducing a contribution for sectoral financing of programs for the promotion of dairy products.

The bills aim to financially support the development and growth of the dairy industry through self-financing of innovations, improvement of the regulatory environment, and promotion of dairy products in domestic and foreign markets.

It is planned to introduce a contribution for sectoral financing of programs for the promotion of dairy products, which will be paid upon the introduction of milk and dairy products into circulation (corresponding to codes of the Ukrainian Classification of Goods for Foreign Economic Activity 0401-0406) by processing enterprises and importers. The recipient and manager of the contribution will be a representative intersectoral organization (association of milk producers and processors).

The contribution rate will be 1.0% of the value of the sold dairy products by milk producers and 1.0% of the customs value of imported dairy products.

Experts from the UAC believe that the adoption of these bills will improve the situation in the market of Ukrainian dairy products and promote the development of the dairy industry.
