Experts of the Ukrainian Agri Council (UAC), within a project supporting affected agricultural producers in partnership with the international humanitarian organization Mercy Corps, have resolved the problem related to the submission of documents through the State Agrarian Register (SAR) for recognition of enterprises as critically important in January 2026.

Agricultural enterprises faced the following issue: in January 2026, they began to receive mass refusals in SAR regarding submitted applications for critical status, with a requirement to provide the single tax payer declaration of the 4th group for 2026. However, submission of such a declaration was impossible, as the statutory deadlines for its filing had not yet occurred.

For agricultural producers, timely obtaining the status of a critically important enterprise is the key prerequisite for the reservation of critically needed specialists, and therefore for the ability to conduct the spring sowing campaign and ensure the country’s food security.

The UAC addressed an official letter to the Ministry of Economy, Environment and Agriculture of Ukraine, in which experts explained why, in January, agricultural enterprises — payers of the 4th group single tax — were unable to submit the required documents to obtain critically important status.

The Ministry of Economy agreed with the justification provided by UAC experts and allowed agricultural enterprises to submit, until February 1, 2026, the single tax payer declaration of the 4th group for 2025, which resolved the problem.

The Ukrainian Agri Council continues to consistently defend the interests of Ukraine’s agricultural sector and assist producers in resolving critically important issues. We thank the Ministry of Economy for its prompt response and support of the agricultural sector, which remains the foundation of the national economy despite the challenging times for the industry and the country as a whole.
