
UAC participant Andriy Shyshatsky took part in a meeting of agrarians, politicians and scientists on implementation of land reform. Expressing the position of the association in this matter, Andriy Shyshatsky stressed that the introduction of the land market should be phased.
Thus, at the first stage legislative and organizational preparation should take place. In particular, at the constitutional level, it is necessary to prescribe a ban on foreigners buying Ukrainian land. However, the priority right to buy land should have tenants - those who are currently processing it. The next item is the fight against raiding: it is necessary to adopt a bill number 8121 that will make raider captures of agribusinesses impossible. It is also necessary to bring order in the State Geocadaster and introduce a minimum tax burden per 1 hectare of land.
"We figured out that taxes are paid only from 20 million hectares of agricultural land out of 40 million. Everything else is a shadow market and it is only growing," said Andriy Shyshatsky.
In addition, it is necessary to complete the transfer of land to communal property. And one of the most important points is to make available loans for individuals so that they have a resource for the purchase of land.
The second stage is a pilot project for the sale of agricultural land.
"We take a certain amount, for example, 800 thousand hectares of state and communal lands, and through the system "Prozorro" we sell lots of 50-200 hectares. At the same time, there should be set some restrictions: not more than 500 ha in one hands and only to natural persons-citizens of Ukraine ", said Andriy Shyshatsky.
The third stage is the opening of the agricultural land market. It should operate exclusively for citizens of Ukraine with a limit of 500 hectares per person.
"If everything went smoothly, in three years we could go to the opening of the land market for legal entities. But their founders should be natural persons, exclusively Ukrainians. Limit - up to 5 thousand hectares per enterprise", - summed up participant of the UAC.
