UAC together with other leading agrarian organizations that are part of the All-Ukrainian Agrarian Forum - the Agrarian Union of Ukraine, the All-Ukrainian Association of Communities, the Union of Poultry Farmers of Ukraine, the Ukrainian Agrarian Confederation and the Ukrainian Association Club of Agrarian Business - appealed to the Prime Minister of Ukraine Denis Shmyhal and the Minister of Economic Development Ihor Petrashko with an appeal not to resume the work of the Sanitary and Epidemiological Service of Ukraine.
This step is impractical, as it will lead to a number of negative consequences:
- any reform at the stage of reform weakens the efficiency of state institutions;
- the creation of another supervisory organization will be negatively perceived by business;
- the implementation of finances to the new department will be problematic in the case of the nowadays state economy;
- in case of reorganization of the work of the State Food and Consumer Service, the recognition of the food security system by foreign partners of Ukraine may be called into question.
“We are convinced that the effectiveness of the control system in order to prevent the spread of COVID-19 in Ukraine can be increased through organizational and legislative steps, such as determining the appropriate legal status for the requirements approved by the Chief Sanitary Doctor of Ukraine, enabling control of their compliance according to the Law of Ukraine "On the basic principles of state supervision (control) in the sphere of economic activity", etc.
Unified forms of acts (which replaced the abolished sanitary norms and rules) also need to be approved” - the appeal notify.
Therefore, farmers expressed hope that the idea of resuming the operation of the SES will not be supported by the Cabinet of Ministers of Ukraine.
