The Ukrainian Agri Council (UAC) held a webinar on the new waste declaration requirements that will apply in 2026. Nearly 300 representatives of agricultural enterprises and accounting professionals received practical guidance on recent legislative changes and the procedure for submitting waste declarations.
During the webinar, participants gained a detailed understanding of which entities will be required to submit waste declarations in 2026, which categories of agricultural waste are subject to reporting, and what risks may arise from failing to submit declarations or making errors in reporting.

Particular attention was paid to the accounting and reporting of hazardous waste, including containers used for crop protection products and fertilizers. UAC experts emphasized that even if such waste has already been transferred for disposal or recycling, enterprises are still required to submit annual waste declarations.
Lesia Pankratova, PhD in Economics and UAC consultant on accounting and taxation issues, explained that it is especially important for agricultural businesses to properly organize their internal waste accounting systems, as the national electronic waste management platform, EcoSystem, is still in the process of technical implementation.
"Many agricultural enterprises mistakenly believe that if they do not generate ‘traditional’ hazardous waste, they are not required to submit a declaration. In reality, containers from crop protection products, fertilizers, and other agricultural waste streams are subject to declaration requirements. That is why it is important for businesses to establish proper accounting procedures and prepare for the new regulations now," said Lesia Pankratova.
During the practical part of the webinar, participants received step-by-step guidance on completing waste declarations, reviewed common reporting mistakes, learned how to determine the correct waste codes, and discussed requirements for supporting documentation.
According to Lesia Pankratova, such webinars provide not only information but also practical value for agribusinesses. Given the constant changes in legislation, accountants and business managers need timely access to professional explanations and clear action plans.
