Experts of the Ukrainian Agri Council, with the support of the USAID Agricultural Growing Rural Opportunities Program (AGRO), have prepared an information note on the terms of the "5-7-9" preferential lending program for farmers in the de-occupied territories.
"A key prerequisite for the restoration of the agricultural sector in the liberated territories is the ability to obtain financing. This is confirmed by a survey conducted among the affected farmers within the framework of the project "Supporting Agricultural MSMEs affected by active hostilities or Russia’s temporary occupation", implemented by the UAC with the support of the USAID AGRO Program. For the majority of respondents (51%), the most important condition for the restoration and further functioning of enterprises is the possibility of obtaining financial assistance, preferential loans or grant support," explained Dmytro Kokhan, the UAC Deputy Chairman.
Today, the government supports farmers by providing assistance through cheaper loans under the 5-7-9 preferential loan program. It is important for agricultural producers to have information on lending.
The UAC's information note explains in detail the procedure and terms of financing, as well as prioritizes the areas for which benefits are provided. In particular, these are:
- Financing of business entities - agricultural producers.
- Restoration of fixed assets of business entities destroyed as a result of military aggression.
- Financing of enterprises in a zone of hostilities.
- Supporting business entities by prolonging existing loans granted to finance working capital.

As a reminder, the UAC, with the support of the USAID Agricultural Growing Rural Opportunities Program (AGRO), is implementing a joint project to provide legal and other expert support to agricultural producers affected by hostilities or temporary occupation by the Russian Federation.
Thanks to the project, affected agricultural producers receive personal advice on land, agrarian, tax legislation, etc.
