Why the tax invoices registration is stopped and how to avoid this was discussed today during the online conference "Suspension of tax invoices registration for agricultural producers: how to forget about it forever". The online conference was held under the patronage of Deputy Minister of Finance of Ukraine Svitlana Vorobey and Deputy Minister of Economy, Trade and Agriculture of Ukraine Taras Vysotsky.

During August-September, UAC and the State Tax Service of Ukraine implemented a joint project, during which experts analyzed the real reasons for suspending the tax invoices registration of agricultural enterprises on real cases of enterprises participating in UAC. Deputy Head of the State Tax Service for Tax Policy Olha Bohdanova, and Deputy Head of the State Tax Service of Ukraine Yevhen Oleynikov shared their results and practical advice during the conference.

Olha Bohdanova mentioned that there are certain grounds to avoid the suspension of tax invoices registration. One of them is the submission of the taxpayer's table. If it is filled in correctly - such tax invoices are not subject for monitoring.

"Our goal is for all honest agricultural producers to be able to submit a payer's table and not be monitored at all. However, for such a table to be accepted, a quality message must be submitted. We developed a cliché of such a message during the cooperation with the State Tax Service, implemented it among the participants of UAC, and made sure that this system works. If Tax Service specialists receive a qualitative explanation, the table is accepted and the tax invoice is registered,” Olha Bohdanova said.

During the conference, Olga Bogdanova spoke in details about the reasons why the tax service may not accept the payer's table and what to do if the tax invoice is already suspended. Also on the example of the enterprises analyzed the real situations of tax invoices blocking for various reasons and options how to unlock them.

Deputy Head of the State Tax Service of Ukraine Yevhen Oleinikov empathized that the percentage of suspension of tax invoices registration in general is low, presenting the relevant statistics. According to November 25, 19770000 tax invoices/adjustment calculations were registered, 66.5 thousand of them were suspended.

At the same time, the official noted that companies have the right to receive information from the State Tax Service and get to know why the tax invoices registration of their company is suspended and what they need to do for solving this problem. In particular, it can be done at the request of a lawyer, if the company works with the help of a lawyer. Alternatively, just to file a request about access to the information or apply for individual tax advice personally.

Deputy Minister of Finance Svitlana Vorobey noted that work is currently underway to amend regulations on tax invoices blocking.

"After the first amendments to the Cabinet Resolution of December 11, 2019 №1165, developed by the working group, we will continue to work more thoroughly - to transfer certain provisions from the resolution to the law to give them more weight. In particular, this will apply shifting the emphasis from collective responsibility for decision-making on issues of tax invoices blocking from commissions to personalities," Svitlana Vorobey said.

More than 350 participants from all regions of Ukraine took part in the online conference.
