UAC Chairman Andrii Dykun in his comment for Comments.ua mentioned that the problem of drought must be approached comprehensively. The UAC Chairman reminded that farmers of the south of Odessa region lost winter and spring crops this year due to the unprecedented drought.

"Now the Cabinet of Ministers has taken into account the proposal of UAC to amend the Tax Code of Ukraine in the issue of abolishing VAT liability for agricultural producers in cases of force majeure circumstances (loss of crop, loss of livestock). However, this problem must be approached comprehensively," Chairman of UAC is sure.

According to his words, national irrigation programs in Ukraine should be developed and implemented. In this regard, the issue of state support for agriculture is important. It is necessary to protect existing investors and create conditions so that farmers are not afraid to invest in irrigation.

"Therefore, the first thing to do is to pass a law on water users' associations (WUA), which will be able to take on their balance sheet the elements of the irrigation system and develop them by investing funds, Andrii Dykun said – But the success of this initiative requires work of the law on land consolidation“.

The expert also considers it is necessary to introduce in Ukraine the insurance of income of agricultural producers, which successfully operates in other countries.

"The point is that farmers do not insure the crop, but their income, which they plan to receive by selling this crop. This approach allows the agricultural producer to work in a planned and stable manner," Andrii Dykun says.

He emphasizes that UAC has supported its participants from the Odessa region by providing some seeds for sowing now. UAC participants from all regions joined the initiative. Some of them transferred funds, which were used to by seeds, other farms gave provided grain.
