UAC addressed the President of Ukraine Volodymyr Zelenskyi, the Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov and the leaders of all factions and groups with a request to support the bill №3295 "On Amendments to the Law of Ukraine "On state support of agriculture of Ukraine" and other laws of Ukraine on the State Agrarian Register functioning and improving agricultural producers state support" in the second reading.

The document is aimed at comprehensive problems solutions in the activities of small agricultural producers. Thus, in order to make legal personal farms (PF) and agriculture enterprises (AE) and legalization of their production activities, it is proposed to stimulate their registration in the State Agrarian Register (SAR) at the expense of the budget.

“A significant number of PF and AE use illegal hired labor and land without making land lease agreements, paying rent illegal. According to such a salary and rent, tax and social payments are not paid, and employees "do not get" years of pensionable service. Illegal management does not incent small agricultural producers to register their land and other production resources in state registers. As a result, PF and AE face difficulties to obtain loans. Working illegal, they do not have a business and credit history and cannot prove the fact of lawful agribusiness," this information is mentioned in the statement.

After registration in SAR, the farmer gets remote access to the information of the State Land Cadastre, the State Register of Rights, the State Register of Legal Entities, the Register of Farm Animals, etc. And also - the opportunity to register their activities by entering information about themselves in existing state registers.

"As a result, PF and AE will be able to legalize their production activities and have a proven production and credit history, which will facilitate access to banks’ credit resources, as well as public financial and other support. This bill will stimulate the development of legal medium and small agricultural producers and help to reduce illegal land cultivation; state support will be used more efficiently and as a result - will fill the State Geocadastre and increase tax revenues to communities," this information is mentioned in the statement.
