Ukrainian Agri Council (UAC) called on the Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov and the Сhairman of all parliamentary factions and groups to support the bill №3131-d or №3131-1, which set a minimum tax burden per 1 hectare and will help the agricultural sector to be legal fully,” is empathized in the statement.
"Currently in Ukraine, the problem of illegal lease of agricultural land and illegal market of agricultural products is acute. Land plots are leased for cash, lease agreements are not drawn up, and the relevant income of landowners is not taken into account anywhere. This situation is unfair and discriminatory," is mentioned in the appeal.
This situation has led some farmers to pay taxes in full size, while farmers who work illegal (many of them are millionaires) do not. In order to overcome the "illegality" in the agricultural sector, the bills №3131, №3131-1, №3131-2 have been submitted to the Verkhovna Rada. In addition, the Tax Committee of the Verkhovna Rada finalizes the draft law №3131-D.
"It is important to note that the reform of all agricultural sectors legalization was proposed by the bills, that was mentioned before, has nothing to do with the deterioration of individuals’ working conditions, but aims to equalize the tax burden for all legal producers, including the same officially employed individuals, with farmers who work illegal," is empathized in the appeal.
At the same time, refusing legalization of all agricultural sectors or delaying its adoption will show farmers that those who choose to work legally and pay taxes have made a mistake, because the state will support and protect not them but those who work illegal and pay bribes.
Therefore, the UAC on behalf of its participants - small and medium farmers of Ukraine - calls on the Speaker of the Verkhovna Rada and Deputies to support the bill №3131-D, the adoption of which will correct the problematic issues of illegal agricultural land lease and illegal market of agricultural products. In addition, in case the Verkhovna Rada does not adopt this bill, it should support the draft law of Ukraine №3131-1, which solves the above-described problem by setting the minimum tax burden at 3% of NMA in a bit different way, but achieves the same goals.
