The Ukrainian Agri Council (UAC) has appealed to the Prime Minister of Ukraine Denys Shmyhal with a request to urgently resolve the critical situation that has arisen due to the inability to reserve employees of enterprises important for the Ukrainian economy. The problem was the result of a large-scale cyberattack carried out by russia on December 19, 2024, which disrupted the operation of state registries and the Diia portal.

“A number of services are currently down, including the Diia portal, which makes it impossible to reserve employees liable for military service. It is worth noting that starting from December 1, 2024, the updated procedure approved by the Resolution of the Cabinet of Ministers of Ukraine No. 76 as of January 27, 2023 (as amended by the Resolution of the Cabinet of Ministers of Ukraine No. 1332 as of November 22, 2024) defines the mechanism for reserving during martial law exclusively through the Unified State Web Portal of Electronic Services (Diia). There is currently no alternative possibility of submitting documents in paper form,” is mentioned in the statement.

The criticality of the situation lies in the impossibility of reservation employees whose reservation period expired after October 20, 2024. This poses a threat to the fulfillment of production cycles in the agricultural sector. In particular, the loss of key employees, such as tractor and combine drivers, could completely disrupt the 2025 sowing campaign.

At the same time, malfunctions in the Unified State Register of Legal Entities and Individual Entrepreneurs make it impossible to access the data necessary to obtain or confirm the status of a critical enterprise.

In this regard, the UAC asks the Government to urgently make a decision on automatically extend the reservation period for all employees whose reservation period has expired from October 20, 2024 (the date of the start of the audit of reservation decisions and the suspension of the definition of critical enterprises) and until the restoration of the Diia web portal and the Unified State Register and for 30 days after, which are required to prepare and process documents for obtaining criticality and reservation.

Farmers emphasize that a similar mechanism has been successfully used before and has proven to be effective in ensuring the stability of the industry.
