
The Ukrainian Agricultural Council (UAC), a member of the All-Ukrainian Agrarian Forum, sent an official appeal to the President of Ukraine Petro Poroshenko to accelerate the investigation of an assassination attempt at the head of the “Slavuta Yug” LLC (Kherson region) Andriy Fedorenko, as a result of which the agrarian and his driver were seriously injured and hospitalized.
The relevant appeals were also sent to the Minister of Internal Affairs Arsen Avakov, the Head of the Security Service Vasyl Hrytsak, the Attorney General Vitaliy Lutsenko and the Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov.
"On behalf of the All-Ukrainian Agrarian Forum, we ask you to take the case under your personal control, to facilitate the speeding up of the investigation of the above criminal proceedings and to bring them to a logical conclusion in order to prevent the more serious consequences that may result from the unpunished raider attacks" reads in the text of the appeals.
According to the letter, on the night of October 11, 2018, unknown persons shot the car of the leader of “Slavuta Yug” LLC, Fedorenko, in the Kherson region. In a deliberate attempt to kill two or more people, criminal proceedings were opened.
"This case of frank gangsterism with the use of automatic weapons took place far from the zone of conduct of the united forces operation and in fact questioned the proper fulfillment by the state of its function to ensure law and the monopoly on the use of weapons," noted in appeals.
According to the victim Fedorenko, this armed attack is a continuation of the raider combat, from which his agrarian business suffered for two years. Thus, at the beginning of 2016 two enterprises of Fedorenko – “Slavuta Yug” LLC and "Ushba" LLC were redefined for fake documents of unknown persons.
According to Fedorenko, from 2016 to this time on the territory of the Kherson region there is a stable criminal group headed by the spouses of Rubanets who carry out raider seizure of property of agrarians, without neglecting the falsification of documents, theft of vehicles, the abduction of people and armed capture of fields. At the same time, the abovementioned persons used to carry out their criminal intentions persons from Zaporizhzhya, Donetsk region and the temporarily occupied territory of the Crimean peninsula.
On December 3, 2017, five unknowns attempted to kidnap Fedorenko near his house in the city of Nova Kakhovka, but due to the happy course of events he was able to escape from the kidnappers.
At the end of April 2018, actions were taken to unlawfully seize the property of Fedorenko and its corporate rights in the enterprises of “Slavuta Yug” LLC, "Ushba" LLC, "Trading house "Tavriyskiy" LLC and 9 objects of real estate. The indicated enterprises and real estate were reissued to the Limited Liability Company "Investment Company "Gold Star". After that, the attackers attempted to seize power Fedorenko enterprises. An attempt was not made only by counteracting the workers of the indicated enterprises.
This national police remained inactive and did not actually detained suspects, enabling them to freely leave the territory of Ukraine. According to the representatives of the enterprises, criminal proceedings were opened under Article 361 of the Criminal Code of Ukraine and part 3 of Article 190 of the Criminal Code of Ukraine.
The Ministry of Justice of Ukraine dated May 3, 2018, abolished unauthorized registration actions. However, "IC "Gold Star" LLC filed a lawsuit on the abolition of the order of the Ministry of Justice, that is, an attempt to raider seizure of Fedorenko enterprises and property owned by him continues.
At the moment, the agrarian was forced to leave the country because of the threat to his life.
At the same time, he emphasizes that both he and law enforcement officers know who acts as a raider, but the investigating authorities have not yet completed the criminal proceedings that have begun and have not brought the case to a logical conclusion. Fedorenko has appealed to the General Prosecutor's Office of Ukraine at least 12 times with complaints about inactivity of law enforcement agencies. The General Prosecutor's Office of Ukraine was transferred some of the criminal investigations to the Main Directorate of the National Police in the Mykolayiv region, but until then, the perpetrators of the crimes were not prosecuted.
Such inactivity leads to the fact that gangsters seamlessly use automatic weapons and actually conduct hostilities on the territory of Ukraine for the purpose of unlawful redistribution of property.
