Andrii Dykun, Chairman of the Ukrainian Agri Council (UAC), met with Oleh Kiper, Chairman of the Odesa Regional Military Administration to discuss important issues related to the agricultural sector of the region. In particular, they discussed strengthening of export control system and ensuring the payment of the minimal tax liability (MTL).
First and foremost, attention was paid to new export control measures that have already yielded positive results in the fight against the illegal grain market. In order to obtain an export permit, it is necessary to confirm the legality of the grain's origin by checking the entire chain of its purchase. According to Dykun, such a system has significantly reduced the size of the illegal market, promoting transparency in the grain market.
“Farmers welcome this decision, as we have seen in practice that the demand for undocumented grain has significantly decreased. Moreover, we see that they are already looking for opportunities to make legal documents, which was not the case before. That is, the system is working. And we expect it to work not only in Odesa region,” said Andrii Dykun.
The second important issue concerned fairness in the payment of the MTL. According to Andrii Dykun, currently only those companies that operate legally are paying the MTL, while some individual entrepreneurs avoid this obligation. This puts honest taxpayers in an unequal position.
“It is important for us that all market participants fulfill their tax obligations. Unfortunately, the current system allows some to avoid paying the MTL. We have agreed with Oleh that the regional tax office will strengthen control in this area and our experts are ready to provide the necessary assistance,” explained the UAC Chairman.
