Acting Minister of Agrarian Policy Olga Trofimtseva organized the meeting at the request of UAC.

There were discussed sensitive issues for agrarians —- the overall complexity of working with the department and the most critical precedents that require the reaction of officials.

The meeting addressed issues such as:

• violation of the procedure of bidding;
• lack of control over publications on conducting land auctions;
• unsubstantiated refusals to renew land lease agreements;
• increase of the interest rate of rent unilaterally;
• technical errors during registration documentation by the StateGeoCadastre;
• All-Ukrainian normative monetary valuation of land, etc.

Despite the hot debate, the parties agreed on all issues. According to the results of the negotiations, UAC prepares draft decisions.

The discussants were: Deputy Director of the Department of Agrarian Policy and Agriculture Olena Alshanova, Head of the Department for Land Improvement and the StateGeoCadastre of the Department of Agrarian Policy and Agriculture Svitlana Rudenko, Deputy Head of the State Service of Ukraine for Geodesy, Cartography and Cadastre Alexander Krasnolutsky. Participants of the discussion on the part of the All-Ukrainian Agrarian Association were: the head of the UAC Andriy Dykun and his deputies Mikhail Sokolov and Denis Marchuk, the lawyer on land issues of the UAC Viktoria Kipriyanova and the agrarians-members of the UAC.

The discussion started with the bidding procedure. Viktoria Kipriyanova cited examples of violations in this direction: at first, the bids break off, and after their completion, tenders "win" those who did not participate at prices much lower than those offered by the participants. The second widespread problem is that the program of the Ministry of Justice and the StateGeoCadastre for conducting electronic auctions "Sets" does not allow the participant to raise the rate by more than 12 percent.

"Already now there are many cases when companies contest the results of trades. To prevent this from happening again, we have proposed bringing the perpetrators to justice. If the perpetrators see that they are responsible, there will be no such situations. You cannot bid if the system crashes," said Mikhail Sokolov.

Alexander Krasnolutsky, in response to this observation, noted that the StateGeoCadastre will deal with violations during the conduct of traditional trades, and with the work of the program.

Also during the meeting, there were examples of how agrarians unreasonably refused to renew land lease agreements. There were also indicated cases of unilateral increase in the interest rate of rent. In response to the justification of the deputy chairman of the StateGeoCadastre, Andriy Dykun drew the attention of the latter, that there is no decision of the Supreme Court in favor of the organs of the StateGeoCadastre.

Representatives of the UAC provided examples of how members of local councils turn to the police to bring the heads of departments of the StateGeoCadastre to responsibility, because tenderers are not warned about them, and tenders get "elected" at "favorable" prices.

In the end, the discussion touched on the problems associated with the normative-monetary valuation of land and its reflection in the StateGeoCadastre. According to Viktoriya Kipriyanova, after conducting a normative-monetary assessment, the relations between shareholders and agrarians have deteriorated. After all, the shareholders do not understand why the same sites have different cost. Olga Trofimtseva, in response, stressed that this problem would require further consideration, and promised to prepare a separate discussion on this issue.

The conversation between the officials and representatives of the UAC ended in a discussion of the conditions in which the farmers of nearby front-line districts work. They talked about what support these farmers need need and what the state can do for them at all.
