One of the areas of work of the UAC analytical center "Smart Country" is the creation of a competitive market for rail transport. An expert of the analytical center «Smart Country» Ruslan Kalnytskyi announced this issue.
"As part of the analytical center, we focused on the need to ensure the admission of private traction to rail transport and equal access of private carriers to the railway infrastructure," he said.
The expert explained that today only one carrier, Ukrzaliznytsia, can transport grain cargo with locomotives, and one of the tasks of Ukraine's transport infrastructure reform is to create competition for the transportation of goods with rail and thus limit Ukrzaliznytsia's monopoly.
"We want any individual to be able to buy a locomotive, if necessary, obtain a license for transportation, meet all the requirements of technical regulations and have access to traffic on the common railway tracks," said Ruslan Kalnytskyi.
Besides, the expert emphasizes, it is important to ensure equal non-discriminatory access of carriers to the general railway infrastructure. For doing, it is necessary to develop a methodology for establishing a single tariff for carriers to pay for such services.
Currently, the experts of UAC analytical center "Smart Country" prepare a detailed analysis and expert calculations on the need to implement such initiatives. In addition, they emphasize that the creation of a competitive railway market is possible in the framework of the adoption of the draft law “On Railway Transport of Ukraine” (№1196-1).
