The draft bill 5600 "On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine to Ensure Balanced Budget Revenues" will help to fight against illegal lease of agricultural land and the illegal market of agricultural products. Therefore, it must be adopted as soon as possible.
The UAC appealed to Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, Chairman of the Verkhovna Rada Committee on Agrarian and Land Policy Mykola Solskyi and Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Danylo Hetmantsev.
The UAC supports this draft bill, because during its preparation for the second reading most of the comments of farmers were taken into account and a consensus was reached on all conceptual aspects of the bill.
"Refusing to delay the legalization of all agricultural sectors, or delaying its adoption, will show farmers that those who decided to work legally and pay taxes made a mistake, because the state will support and protect not them but those who work illegally, pay bribes and withholds media that manipulate public opinion and cover up their crimes,” is mentioned in the letter.
The association mentioned the importance of the problem, as today about 10 million hectares of agricultural land are cultivated illegally. Land plots are leased for cash, and lease agreements are not drawn up, and the relevant income of landowners is not taken into account. This situation is unfair and discriminatory.
"This has led to the fact that nowadays some citizens of Ukraine pay full taxes on income from renting land plots, selling agricultural products, or receiving wages for their hard work, and farmers who work illegally (many of whom are millionaires) - don’t” is mentioned in the statement.
The norms of the draft bill 5600, in turn, propose a number of amendments to the Tax Code of Ukraine, in terms of taxation of income from land lease, the sale of actually grown agricultural products, which will contribute to the legalization of all parts of agricultural industry.
