There is a mechanism for farmers whose crops have been affected by adverse weather conditions. This was emphasized by The Deputy Chairman of UAC Denys Marchuk, commenting on today's response of the Minister of Economic Development, Trade and Agriculture of Ukraine Ihor Petrashko, who during an hour of questions to the Government in parliament said that the Cabinet does not currently have an assistance mechanism.

"Almost immediately, when it became clear that most of the winter crops could not be saved in Odesa region, and other regions suffered from dust storms and frosts, UAC raised the issue of compensation for losses to farmers from the state budget. And later it made a motion of a mechanism of compensation for crops losses from adverse weather conditions for farmers." - Denys Marchuk said.

In particular, two ways were offered; it is possible to allocate funds for farmers from the state budget after following such ways:

  1. To prepare and submit to the Verkhovna Rada of Ukraine a draft of a law on introduction of amendments to the Law of Ukraine "On the State Budget of Ukraine for 2020". The main task is to provide a new budget program of compensation of crop losses (which were lost because of bad weather conditions) for agricultural producers by halving the budget allocations under the budget program "Financial support of agricultural producers"
  2. To develop and submit to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine on introduction of amendments to the Procedure for using funds (from the state budget) for financial support of agricultural producers, approved by the Cabinet of Ministers of Ukraine dated February 8, 2017 № 77. The changings should take into consideration a new direction of money usage - compensation for losses from adverse weather conditions for agricultural producers and ask the Ministry of Economy to direct at least half of the funds provided according to the budget program

The Ministry is well aware of UAC’s motions, as this issue was repeatedly discussed during joint online meetings with agricultural associations in March. In April, UAC submitted its motions, which could already be realized by now. Therefore, today's statement of the Minister is completely incomprehensible. There is a decision and UAC calls on the Ministry to take it into account.” – the Deputy Chairman of UAC Denys Marchuk said.
