
Today, on July 10, the Verkhovna Rada of Ukraine adopted a number of important bills that would facilitate the further development of small and medium-sized agrarian businesses, which actively participated in the development of the Ukrainian Agricultural Council (UAC).
Thus, the deputies supported the bill №8121 on counteraction to raiding. 232 deputies voted for the adoption of this document with a minimum of 226 votes.
"The essence of this bill is to block raider attacks, complicate the seizure of enterprises, lease agreements. It gives law enforcement agencies the opportunity to punish unscrupulous registrars and is aimed at protecting property rights of agricultural producers at the legislative level", - commented the deputy chairman of the UAC Mikhail Sokolov.
Draft Law No.8121 obliges state registrars to verify before conducting a certain transaction that a person applying for registration has the right to commit such acts. All information on the operations performed will be kept and checked.
This document provides for online access of state cadastral registrars to the information contained in the State Register of Real Property Rights to Real Estate, and state registers of rights - to all information contained in the State Land Cadastre. This minimizes the risk that the registrar will "not know" that the sites were previously registered with another person. At the same time, administrative liability for violating state registers of legislation will be increased.
In addition, the Verkhovna Rada adopted in the second reading and overall the bill number 6049-d concerning land consolidation, which was also actively involved in the development of UAC. 236 people's deputies voted for it.
This bill regulates the issue of collective ownership of land, which has about 1.5 million hectares in Ukraine, and creates an effective mechanism for the use of agricultural land.
According to the bill number 6049-d, if the land plots of one tenant are located in different places of the field, they are reduced to one whole. Thus, the bill regulates the problem of "chess" in the fields, which makes it impossible to distribute land to single farmers, which will facilitate their further cultivation and minimize the risk of conflict situations.
However, due to the lack of votes in the hall, the Verkhovna Rada did not consider the bill number 6527-d on agricultural co-operation, for which small and medium-sized farmers hoped.
The given draft law gives co-operatives the right to receive and distribute profits, exempts members of the cooperative from double taxation and opens small and medium-sized farmers the opportunity to access loans. The draft law was prepared with the participation of leading European and Canadian experts and with the support of FAO, the EBRD and the Government of Canada.

The "Ukrainian Agricultural Council" is a voluntary, non-governmental organization bringing together producers from all over Ukraine to jointly protect the interests of the agrarian sector of Ukraine and ensure its sustainable development. Currently, UAC consists of 450 farms in different areas. The total land area of the union members is 2.1 million hectares.
