The Ukrainian Agri Council (UAC) has appealed to Ukrainian Prime Minister Yulia Svyrydenko and Minister of Economy, Environment, and Agriculture Oleksii Sobolev with an initiative to review approaches to the distribution of state support in the agricultural sector.
The letter emphasizes the need to give unconditional priority to providing state support to enterprises affected by the armed aggression of rissia.
"We are talking about farms that have lost the ability to use their assets in economic activities due to hostilities, destruction of infrastructure, or location in areas of active hostilities. Such enterprises are in greatest need of support today," the appeal states.
The UAC emphasizes that giving priority to such agricultural enterprises will make it possible to preserve and maximize the entrepreneurial potential of the most active citizens who have made a conscious choice to remain working in Ukraine.
“This approach will send a clear signal to all other entrepreneurs: the state supports those who, despite finding themselves in a difficult situation as a result of the war, continue to work in Ukraine,” the document states.
Given the limited budget resources, the UAC proposes to establish a rule: to satisfy applications from affected agricultural enterprises first, and to apply proportional distribution of funding only after their needs have been fully covered.
“In this way, the funds remaining after financing the affected enterprises will be directed to support other applicants. We also propose to introduce this practice as early as 2026 and apply it at least until the end of the legal regime of martial law,” the letter emphasizes.
The UAC Chairman Andrii Dykun emphasized that this initiative is not only a matter of economics, but also of statehood.
“Supporting those most affected is not only the basis for the stability of the agricultural community, but also the foundation of Ukrainian statehood. That is why these values must prevail over short-term financial interests.”
The UAC confirmed its readiness to participate in the development of regulatory decisions and to facilitate the practical implementation of the proposed approaches.
