The UAC welcomes the adoption in the second reading and as a whole of the Draft Law 5600 “On Amendments to the Tax Code of Ukraine and some legislative acts of Ukraine” to ensure the balance of budget revenues.
This is a truly revolutionary and fateful decision to oblige all agricultural sector’s players to work legally! The bill introduces a minimal tax liability (MTL) per 1 ha.
The UAC has insisted on the importance of work legalizations of all agricultural sector’s players since 2017! After all, today 30-40% of agricultural land plots is cultivated illegally without paying taxes. Agricultural products which are grown on these lands are sold illegally too. Budgets of all levels don’t receive from UAH50 to 90 billion annually.
The UAC has repeatedly mentioned: everyone has to pay taxes! It is unfair when agricultural producers pay according to the laws from UAH2 to 5 thousand per hectare, while those who cultivate the land illegally pay at best UAH150 of land tax, or just fail to pay.
Therefore, today's step of the parliament testifies to the real intention to fight against illegal market of cultivation and lease of land, the turnover of agricultural products. This is really a victory over the populism that has prevailed in this direction for recent years.
Before the second reading of the bill, the UAC submitted a number of amendments that made the draft bill more balanced.
We thank the People's Deputies for voting in the session hall! We are grateful to Deputy Finance Minister Svitlana Vorobei, Tax Committee Chairman Danylo Hetmantsev, and Agrarian Committee Chairman Mykola Solskyi for supporting the bill.
At the same time, the UAC appeals to President of Ukraine Volodymyr Zelenskyi to sign the law as soon as possible so that farmers can be sure that the real fight against illegal land reclamation has begun in Ukraine.
It will be recalled that the Verkhovna Rada Committee on Finance, Tax and Customs Policy considered th UAC’s amendments, in particular, regarding the minimal tax liability, and took them into account.
