Denys Marchuk, Deputy Chairman of the Ukrainian Agri Council, took part in the Congress "State Finance Reform - the Way to Restore Ukraine". Together with government officials, MPs, experts and business representatives, they discussed the reforms that the country needs on its way to recovery and European integration.
Denys Marchuk focused on important issues for the agricultural sector that require legislative solutions.
One of the key points is the regulation of relations between producers, processors and retail chains. After all, the problem of late refunds by retail chains has been on the agenda for more than four years.
"There are currently three draft laws in the Parliament aimed at regulating relations between producers, processors and retail chains. Of course, there is a confrontation, as each side defends its own interests, but we, as the UAC, are ready to make every effort to solve this problem. There is a proposal to create one bill based on these three bills, the terms of which will be acceptable to all parties," Marchuk said.
It is also crucial to resolve the issue of increasing credit limits under the 5-7-9 government program at the legislative level. And this can be done through investment.
"Current legislation allows the processing industry to take out loans of up to UAH 150 million. However, if we intend to bring people back to Ukraine, develop rural areas and attract investments, we need to direct loans to the livestock sector," he said.
At the same time, Denys Marchuk emphasized the importance of reforming the law enforcement system, in particular the Bureau of Economic Security. According to him, it is extremely important that the country has a single law enforcement agency that will deal with economic investigations and help reduce corruption, abuse and other offenses that can cause significant damage to both the agricultural sector and the country's economy as a whole.
