Ukraine has a significant surplus of millet, and the law actually prohibits its export.

The Ukrainian AgriCouncil (UAC) has appealed to the Prime Minister of Ukraine Denys Shmyhal and the Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi to lift the ban on millet exports.

Resolution of the Cabinet of Ministers of Ukraine of December 29, 2021 №1424 approved the Volumes of goods quotas, the export of which is a subject for licensing.

Resolution of March 5, 2022 №207 amended the Quota Volume, according to which the export of millet (UCG FEA 1008 29 00 00) is actually prohibited (quota - 0 tons)," is mentioned in the statement.

It should be noted that according to the Ministry of Agrarian Policy as of February 2022, the market supply of millet in Ukraine, according to the results of the 2021-2022 marketing year, was 201,000 tons (182,000 tons were produced, the transitional balance from 2021 is 18,000 tons). At the same time, the average domestic consumption of millet in Ukraine is only 80,000 tons, and export expectations for 2021-2022 MY were 80,000 tons.

In addition, as of April 21, 2022, 4,800 hectares of millet have already been sown in Ukraine, which is much more than as of the corresponding date in 2021 - 0.9 thousand hectares.

"That means, Ukraine is fully supplied with millet and has a significant surplus. Therefore, we believe that the ban on millet exports is completely unjustified, and will only cause additional damage to farmers, who are already in difficult economic conditions," the UAC explained.

"We ask to make amendments to the goods quotas export of which is a subject for licensing approved by the Cabinet of Ministers of Ukraine on December 29, 2021 №1424 as soon as possible and set a quota for the export of millet grain in the amount of the expected export of the Ministry of Agrarian Policy 80,000 tons, which will create revenue to Ukraine and alleviate the extremely difficult situation of farmers," is mentioned in the statement.
