In order not to jeopardize the new sowing campaign, the Ukrainian Agri Council appealed to Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi regarding some aspects of the reservation of conscripts who work in the agricultural sector.
Resolution No. 194 of the Cabinet of Ministers of Ukraine dated March 3, 2022 regulates the issue of reservation of conscripts under the martial law.
"Most farmers went through the reservation process in spring 2022 and received a postponement from mobilization. However, the term of deferment from mobilization may not exceed six months. Recently, the Ministry of Agrarian Policy presented changes to the reservation procedure to farmers, the essence of which was to automate the procedure on the basis of the new information and communication system "eBooking". But the development of such a system and its implementation will take time.
However, already in August - September 2022, a lot of farmers will have a period of deferment from mobilization and an agricultural worker may be mobilized right during field work, which generally endangers the new sowing company," is mentioned in the appeal.
In order to successfully carry out autumn field work, the UAC suggests to adopt a systemic decision regarding the extension of the moratorium on mobilization, which has two alternative options:
- one-time extension for employees whose reservations expire in August-September 2022, the period of deferment from mobilization until October 31, 2022;
- to extend the period of deferment from mobilization for the above-mentioned employees until the full implementation of the new information and communication system "eBooking".
