Representatives of the Ukrainian Agri (UAC) and farmers who left the occupied territories met with Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi, Deputy Minister Markiian Dmytrasevych and heads of relevant departments.
50 agricultural producers from Kherson, Luhansk, Donetsk, Zaporizhia and Kharkiv regions, including members of the UAC, turned to the Minister with urgent questions that arose due to the occupation of Ukrainian lands.
Farmers are waiting for a decision to be taken at the legislative level on the decriminalization of economic activity by farmers in the temporarily uncontrolled territory, if such activity is not aimed at deliberately causing harm to Ukraine.
The farmers talked about the condition and work of the enterprises located in the occupied territories, how agricultural companies help the local population, and how the occupiers are doing everything to reformat the business under Russian legislation. As the farmers noted, from September 1, the Russians would announce the mass nationalization of all property if the farmer refused to cooperate.
Separately, they discussed the issue of draft law No. 7646, registered in the parliament on August 8, regarding economic activities in the temporarily occupied territories. This draft law is supported by the UAC.
Farmers who left their farms or lost them as a result of military actions and shelling expressed their desire to work on free lands that need cultivation in the territory of Ukraine.
In addition, farmers are concerned about the position of some banks, which demand payment of loans from farmers, despite of the fact that their farms remained in the occupied territories. It is expedient until the end of the war to legalize the deferment of loan payments (including percents) for enterprises located in the occupied territories.
It is important to solve the problem of evacuating grain from the frontline territories, especially from Donetsk region. State support or a preferential tariff for the transportation by Ukrzaliznytsia is needed, since currently the export of grain from the specified regions is the most expensive compared to other territories.
Farmers are waiting for the adoption of the resolutions of the Cabinet of the Ministers of Ukraine on approving the list of territories that are occupied or on which hostilities are (or were) taking place. And they also propose to exempt such territories from paying a single tax.
During the meeting, the parties agreed to work out an algorithm of actions to restore business documentation that was lost as a result of hostilities.
