During the round table "Strategy for Irrigation System Development in Ukraine", Andrii Dykun, the UAC Chairman, emphasized the need for a national irrigation program. In the context of climate change, this issue is extremely acute and the situation in the Odessa region, where a third of this year's crop were lost, has clearly demonstrated this.
"We believe that in this regard, the state should support agriculture, because by investing once, the state continues to make a profit for many years. Therefore, it is worth thinking about how to protect existing investors, how to create conditions so that farmers are not afraid to invest in irrigation. The first thing that needs to be done now is to pass a law on water users’ association (WUA), which will be able to take on the elements of the irrigation system and develop them by investing funds. However, success also requires a law on land consolidation. Now we are in a situation where you can invest a large amount of money in irrigation, and one of the shareholders will say that he does not need any irrigation. According to the law on land consolidation, the agricultural producer has the right to allocate to the shareholder an equivalent part of the land on the other side of the field. Unfortunately, in this direction, we do not have investment protection. Therefore, we hope that with the support of people's deputies, we can soon present our common vision and strategy for the development of the irrigation system in Ukraine” - the UAC Chairman said.
