On September 28, 2022, the reclamation forum "Complex reform in the field of hydrotechnical reclamation of  Ukraine" is going to be held online  on September 28, 2022. Among the participants are the members of Parliament,  the leadership of the Ministry of Agrarian Policy, the Ministry of Environmental Protection, State Agency of Fish Resources, State Agency of Water Resources, the Programs of USAID AGRO, the World Bank, representatives of agrarian business and others.

As part of the forum, a round table discussion of the Committee of the Verkhovna Rada of Ukraine will be held regarding to the agrarian and land policy. It’ll also consider legislative initiatives in the field of hydrotechnical reclamation and the implementation of its reform. 

The UAC Chairman Andriy Dykun, council’s expert on legal and regulatory issues Ruslan Kalnytskyi, council’s member Volodymyr Khvostov will take part in the event on behalf of the Ukrainian Agri Council.

Among others, the attention will be paid to the Law of Ukraine "On Organization of Water Users and Stimulation of Hydrotechnical Amelioration ", the draft Law of Ukraine "On Amendments to Certain Legislative Acts Regarding the Improvement of the Management System of State-Owned Reclamation Systems Engineering Infrastructure Objects" (No. 7577), the Resolution of the Cabinet of Ministers of Ukraine dated August 27, 2022 No. 962 "On approval of the model charter of the organization of water users".

The participants will discuss why the reform of hydrotechnical melioration is important for ensuring food security of Ukraine in the conditions of climate change and military Russian aggression.

In addition, everyone will also have the opportunity to take part in the practical webinar "Creation of water user organizations", experts will provide practical cases on the introduction of a new organizational and legal form of association of farmers who jointly use melioration systems.
