Problematic issues of agricultural land evaluation (when concluding of agreements on land plots’ alienation) have been discussed today during the second meeting of the Land Office under the leadership of Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko.

The prices that are formed nowadays in the single database of the State Property Fund of Ukraine do not correspond to reality and cannot be a basis for the formation of nominative monetary evaluation of land plots. The UAC Deputy Chairman Mykhailo Sokolov emphasized this during the discussion.

"The basis on which the valuation of the State Property Fund of Ukraine is formed cannot give the right result. Moreover, we all know that agricultural land plots are methods of production. Yes, there may be some special cases when someone buys a land plot at a price above evaluated one, or at a price that is different due to some certain economic circumstances. However, these are isolated cases and we should not build an evaluation system which is based on such agreements,” Mykhailo Sokolov said.

Today it is necessary to group information on the real prices of transactions for the purchase and sale of agricultural lands and use it when evaluating land plots.

"Based on objective economic ideas about how much land costs, land plots will cost at the same level. We are not talking about any UAH1 million for a hectare or a share. Yes, disputes are possible for USD 1000-2000. But we are talking about coming years. When we say that the law sets requirements for us to use data about contracts and compare them, the law makes it possible to correct algorithms and use the data that is available. If we see that in 90-95% of cases the price does not exceed some certain ranges, then the assessment should not exceed it. This can be established," Sokolov mentioned.
