
Today, the Ministry of Economic Development, Trade and Agriculture has published information that the most optimal in terms of economic impact and job creation is the concentration of land in one pair of hands from 3 to 7 thousand hectares, depending on the region.
Such a statement and the position of the Ministry are very important right now, when the Verkhovna Rada Committee on Agrarian and Land Policy considers over 4.5 thousand amendments to the bill №2178-10 on the land market, and the issue of concentration of land per obe person is the most resonant.
Published data indicate that we should not allow the concentration of land more than 7 thousand hectares in one pair of hands. Moreover, as the Ministry emphasized, the farms will lease some of the land. Therefore, with a limit of no more than 5,000 hectares in one-hand property across the country, as suggested by UAC, the optimal size of farms will be achieved. That is, the talk that it should be allowed to buy 20 thousand hectares, 50 thousand hectares, or, moreover, 200 thousand hectares for the development of agro-industrial complex, has no basis.
It should be noted that UAC emphasizes the necessity of introducing the land market in two stages, in the first - only natural persons of Ukraine and no more than 500 hectares per one person are allowed to buy land. In the second stage there are also legal entities founded exclusively by Ukrainian citizens, with a total limit of up to 5 thousand hectares. UAC has repeatedly called on the Ministry and the deputies to listen to the position of agrarians.
The Ukrainian Agri Council welcomes this statement of the Ministry as the one reflecting the real prospects for the development of agriculture as a result of the implementation of the land reform.
