This opinion was expressed by the UAC Deputy Chairman Mykhailo Sokolov during the national round table "Agricultural Land Turnover: Practical Implementation, Recommendations to Land Market Players", organized by the UAC with the support of the USAID AGRO (Program for Agrarian and Rural Development).
"The way the land reform starts actually shows that the adopted law is good. The problems that arise now are have technical nature, which are solved with the help of automation. The state must care about electronic registers that should work automatically. This is the only way to reduce the cost of contracts," he said.
According to Mykhailo Sokolov, among other things, today there is a problem of lack of notaries in rural areas.
"Formation a contract takes a long time and this has exacerbated the problem of lack of notaries in rural areas. Although, this problem has been there before. However, the land market will increase the workload on a notary. Therefore, until the state takes care of increasing the number of notaries, the problem will remain. However, in this context, the issue of the corruption component needs to be solved. After all, to pass the exam and get a notary certificate a bribe is required. Today, this problem is one of the worst," explained the UAC Deputy Chairman.
Mykhailo Sokolov mentioned that the land market will not be as active as it was predicted a year ago, rental prices will rise, so he does not give an advice to sell land plots.
"People do not want to sell land plots today. Predictions that approximately 10% of the land bank owned by individuals will be sold during the first year practically are not real. That is good, because people in rural areas will have an asset from which they will receive a stable income. Moreover, over the years, rents will continue to rise. Therefore, we advise shareholders to think before selling shares. It is better to rent land, have a constant «social cushion», and have a stable annual income," he concluded.
