According to the official website of the President of Ukraine, an electronic petition is reviewed no later than ten business days from the date of publication of information about the start of its review, and no later than the next business day after its review, a response is published in the electronic petitions section on the "With Responses" page. Currently, the deadline for consideration of the petition "To protect the Ukrainian village - to postpone until the end of the war the increase in the maximum area of agricultural land in “one hand” from 100 to 10,000 hectares" has passed. However, there has been no response from the President.

During the consideration of the petition, farmers have repeatedly publicly appealed to Volodymyr Zelenskyy with a reasoned position on maintaining the current limits on land sales during the war. This week, leading farmers associations are initiating a roundtable discussion on the next stage of land reform, as the issue of fair competition at the land market is a matter of survival of small and medium-sized agribusinesses in the country and ensuring economic stability of Ukraine. The event will be announced shortly.

Please note that the Ukrainian Agri Council has repeatedly appealed to the Committee on Agrarian and Land Policy of the Verkhovna Rada of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, and the Cabinet of Ministers of Ukraine to leave the current limits on land purchases in place for the period of war and to allow for a specialized discussion of this issue with the involvement of representatives of small and medium-sized agribusinesses.

We emphasize that the Ukrainian Agri Council opposes raising the land limit from the current 100 to 10,000 hectares in “one hand” from 2024, and proposes to extend the current limit of no more than 100 hectares in “one hand” during the war and two years after the victory. However, the UAC does not deliberately deny the admission of legal entities to the market, as Ukraine's international partners insist. This is because, according to the Land Code of Ukraine, only Ukrainian citizens can be owners of such legal entities (who buy land). Accordingly, this significantly reduces the risk of foreigners buying up agricultural land.
