Ukrainian farmers have faced new problems during the war. What challenges are facing the agricultural sector as a result of the state's policy in recent months, said the the UAC Chairman Andriy Dykun during the broadcast of Yurii Romanenko's program "Administrative paralysis of the Cabinet: what's wrong with economic policy".
The UAC Chairman identified seven main challenges for farmers and proposed ways to solve them.
1. VAT was taken from farmers during export. It is necessary to return previous former format of work and return legitimate money to farmers.
2. Grain trucks often stand in queues at borders and ports for 10 days.
The introduction of an electronic queue can solve this issue.
3. The price of fuel doubled.
There is an easy-to-implement solution – to use flexitanks, which are filled with diesel and installed in grain trucks when the latter return from Europe to Ukraine after shipping grain.
4. Land tax in the occupied territories.
At the beginning of the war, the Verkhovna Rada passed a law according to which businesses located in the occupied territory do not pay taxes. Next, the Verkhovna Rada instructed the Cabinet of Ministers to provide a definition of "occupied territories" within three months. There is no such definition at this time. Farmers were forced to leave cultivated land, but at the same time they must continue to pay land tax for it. If you fight for these territories, you need to do it at all levels, in particular, at the economic one. It is obvious that paying land tax for occupied land is illogical.
5. Absence of regulations regarding the mobilization of equipment.
In practice, equipment is often taken from the same farmers. It is necessary to establish standards at the legislative level.
6. Absence of electronic booking of employees from the agricultural sector.
At the end of August, it is harvest time and there is no labor. For the agricultural sector, they promised to introduce an electronic reservation system for employees of agricultural enterprises in June, but it has not yet been implemented. It is necessary to start electronic booking, make simple and clear rules for everyone.
7. Lack of extension of state guarantees to the bank.
In the spring, farmers took out loans for sowing. Currently, banks rightly demand payment for loans. But the farmers have nothing to give, since the grain has not yet been exported and sold. There is no other way out, how to continue the system of state guarantees, until the farmers export the grain and receive payments under the contracts.
