The Ukrainian Agri Council took part in the Economic Forum "Key Anti-Corruption and Institutional Changes for Ukraine's Recovery" organized by the Ukrainian Business Council on June 7.
The main topic of the event was anti-corruption tax reform and digitalization of the State Tax Service of Ukraine.
"It is currently positive that the State Tax Service and the Ministry of Digital Transformation have joined forces to bring key functions of the tax service online. The tax office registers tens of millions of tax documents online every month, and now it is important to learn how to work with this data - to build a truly risk-based approach to tax audits and remove human influence from this process. Business is interested in why they are being audited or why their tax invoices are being blocked. And there is a lot of room for improvement," said Dmytro Kokhan, Deputy Chairman of the UAC.
According to him, the mechanism of VAT refund remains an acute issue for agribusiness today. It is impossible to develop export business when there is no certainty that VAT will be refunded.
In addition, according to the Deputy Chairman of the UAC, it is advisable to introduce foreign experience of tax consultants in Ukraine.
"The institutions of private tax consultants are interesting - we have positive experience in England, Germany and other developed countries. When, similar to an audit, there is a person who checks the tax reporting of a business entity and is responsible for its correctness, it is a private person whose activities are insured. If the tax authorities have questions about such reports, it resolves them with a tax consultant, and the business entity does not bear any special responsibility after submitting the declaration," said the UAC Deputy Chairman.
