After the introduction of a 10% export duty on soybeans and rapeseed, shipments of oilseeds from Ukrainian ports have effectively stopped. The Ukrainian Agri Council has appealed to Ukrainian Prime Minister Yulia Svyrydenko to urgently resolve the situation.

“As of September 5, exports have been completely halted. With the 10% duty, exports are possible, but ships are waiting in ports because the shipments contain mixed products from both producers and traders,” is stated in the appeal.

The problem lies in the lack of a clear procedure for documenting the origin of products grown by agricultural producers or cooperatives themselves. According to the law, they should be exempt from paying customs duties, but this is currently impossible to implement.

“The preparation of regulations for confirming own production during customs clearance is the responsibility of the Ministry of Finance,” the UAC emphasized.

Taking into account this, farmers called on the government to take urgent measures to unblock exports.

"We ask the Ministry of Finance to be instructed to promptly develop and adopt the necessary amendments to the regulatory acts on customs matters,” the appeal said.

The UAC emphasizes that prompt resolution is critical for the stability of agricultural exports and the preservation of foreign exchange earnings for the country's budget.
