As part of a project to support affected agricultural producers, experts from the Ukrainian Agri Council (UAC), in partnership with the international humanitarian organization Mercy Corps, have prepared an information digest on the application of a mechanism for monitoring the accuracy of data on the origin of goods, in particular soybeans and rapeseed.
The document explains how information from expert conclusions of the Ukrainian Chamber of Commerce and Industry or regional chambers of commerce and industry is compared with data from the State Agrarian Register (SAR), approved by Resolution of the Cabinet of Ministers of Ukraine No.1570 of December 3, 2025, and also explains the procedure for submitting applications to SAR and the application of requirements during the export of soybeans and rapeseed.
In particular, in the digest, experts explained:
- Is it mandatory for all soybean and rapeseed producers to submit applications provided for in Procedure No. 1570 of December 3, 2025?
- Does the producer have an obligation to export the volumes of crops specified in the application, or is there any liability if the producer, for whatever reason, fails to export the specified volumes?
- Are there any restrictions on the maximum yield of soybeans and rapeseed per hectare?
- Does Order No. 1570 of December 3, 2025 apply only to soybeans and rapeseed, or can corn or other crops also be included?
Among other questions, the digest mentions whether it is possible to correct a mistake made when submitting an application to the SAR and whether a mechanism for refunding export duties paid in 2025 has been approved.
