By Resolution No. 18 dated January 12, 2026, the Cabinet of Ministers of Ukraine extended the deadline for submitting information to the State Agrarian Register (SAR) on crop areas and volumes of own-produced soybeans and rapeseed until February 1, 2026.
This decision is important for agricultural producers planning to benefit from the exemption from export (outbound) duties when exporting soybeans and rapeseed.

The relevant amendments were introduced to the Procedure for Monitoring the Compliance of Information Contained in Expert Conclusions on the Origin of Goods, issued by the Chamber of Commerce and Industry of Ukraine (CCI) or regional CCIs, with the data entered in the State Agrarian Register.

What agricultural producers should take into account:

✔️ The deadline for submitting data to the State Agrarian Register has been moved from January 1 to February 1, 2026;
✔️ For the purposes of exemption from export duties, the declared yield of soybeans and rapeseed may not exceed 3.5 t/ha;
✔️ Information entered in the State Agrarian Register must fully correspond to the data contained in the CCI expert conclusion.

Please note that the exemption from export (outbound) duties is provided for by Article 1-1 of the Law of Ukraine “On Export (Outbound) Duty Rates on Seeds of Certain Oilseed Crops” and applies only if data are entered into the State Agrarian Register correctly and in a timely manner.
