
Small and medium-sized agrarians , producers of oilseeds, are startling: they are currently in uncertainty, which could threaten the sowing of these crops. The reason is the continuation of the so-called "soybean amendments ", which canceled VAT refunds in 2017 for the export of oilseeds.
The Ukrainian Agri Council, together with other agrarian associations that are members of the Ukrainian Agrarian Forum, appealed to the President of Ukraine Volodymyr Zelensky, Prime Minister Denys Shmigal and the Chairman of the Verkhovna Rada Dmitro Razumkov with a call to abolish discriminatory allegations against small agrarians.
The appeal stresses that the market is currently facing a very unfair situation: small and medium-sized soybean producers are forced to sell it on the domestic market to refineries at reduced prices, and the owners of processing plants export their soybeans at world prices abroad and receive VAT refunds.
"At present, the seeding period begins for the agro-producers, but soybean and rapeseed producers cannot obtain the necessary funding for field work and conclude long-term forward contracts because of the uncertainty about the future proportion of soybean edits, which will greatly affect the final selling price. This complicates the work of agrarians, and in the event of an impending global economic crisis, it threatens to further reduce the acreage of these crops, "the statement reads.
That is why agrarians urge President to initiate the urgent adoption of the bill No. 2446, which restores VAT refunds for the export of oilseeds.
