On March 15, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 300 "On Amendments to the Procedure for the Use of Funds Provided for in the State Budget to Support Farms and Other Agricultural Producers".
In particular, this resolution provides for a separate budget subsidy per hectare for farmers from the de-occupied territories. The amount of support is UAH 8,000 per 1 hectare of land under cultivation. It is important to note that the recipient must own and/or use from 1 to 120 hectares of agricultural land.
The right to support is granted to farmers who are located and conduct business activities in the territories included in the List of territories where military operations are (were) conducted or temporarily occupied by the Russian Federation, approved by the Ministry of Reintegration, in particular, the territories:
- possible hostilities;
- active hostilities (for which the date of completion of hostilities has been determined);
- active hostilities in which state electronic information resources are functioning (for which the date of completion of hostilities has been determined);
- the territories of Ukraine temporarily occupied by the Russian Federation (for which the date of completion of the temporary occupation has been determined).
An application for budget funds is submitted to the State Agency for Agrarian Policy and Research (the "State Agrarian Register") through the State Agrarian Register (the "SAR") after the announcement of the start of the application period from May 1 to June 30 of the current budget period is published in the SAR.
Along with the application, information on the area of crops and areas of fruit and berry crops, hops and grapes are entered into the SAR.
Subsequently, farmers receive notifications through the SAR about the approval or refusal to approve the application with the reasons for the refusal.
