On March 20, 2019, by the Decree of the President of Ukraine No. 82/2019, Poroshenko imposes sanctions on 294 Russian companies and 848 Russian citizens.

The sanctions concern people and companies involved in the construction of the Kerch Bridge, in an attack on Ukrainian ships in the Kerch Strait, as well as a number of other measures. At the same time, Arcady Rothenberg, the chief builder of the Kerch Bridge and a man who is in the close circle of the current President of the Russian Federation, was not included in the sanction list.

In particular, the JSC “Minudoboreniya”, which is a Russian mineral fertilizer manufacturer and is registered in the city of Rossosh, Voronezh region, did not fall under the sanctions. Its beneficial owner is Russian businessman Arkady Rothenberg, which is confirmed by the data of the media and official press releases of the company included in the list of Individuals subject to personal sanctions in accordance with the Decree of the President of Ukraine No 176/2018 dated June 21, 2018.

 In addition, JSC “Minudoboreniya” is the only mineral fertilizer company that was not included in the list of Russian producers, which were subject to economic sanctions in accordance with the Decree of the President of Ukraine No.126 / 2018 of 2 May 2018. As of 2019, it is one of the main importers of mineral fertilizers in Ukraine, whose share amounts to more than one third of the total imports of ammonia and thirty-one percent imports of nitroamophos (NPK 16:16:16) in 2018.

It is indicative that on March 20, 2019 Oleg Usachev was introduced into the sanction list as a business partner of Gennady Timchenko and brothers Rothenberg, who helps the inmates of sanctions to evade them. Unfortunately, following this logic, all of the current NSDC staff should also be included in the sanction list as individuals helping the injured in the sanctions Arkady Rothenberg to evade from them. In particular, due to the failure of the JSC “Minudoboreniya” to be listed on legal entities, which are subject to economic restrictions imposed by Ukraine, which contribute to Rothenberg’s withdrawal of capital from Ukraine.
