The Ukrainian Agri Council (UAC) called on Deputy Prime Minister Oleksii Liubchenko and Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko to ensure that the agricultural cooperative is included in the national classification of organizational and legal forms of management, as it is impossible to register or re-register a cooperative.

The Law "On Agricultural Cooperation", which abolished the division of agricultural cooperatives by types into production and service ones and introduced a new organizational and legal form of management - an agricultural cooperative was adopted last year, but nowadays we don’t have changes in the national classifier.

A year has passed since the adoption of the law. But nowadays in the State Classifier 002:2004 "Classification of organizational and legal forms of management (COLFM)", there are definitions and codes of agricultural production and service cooperatives, as well as outdated definition of agricultural cooperative with reference to invalid law of Ukraine "On agricultural cooperation" of July 17, 1997. At the same time, there is no code for an agricultural cooperative in the Classifier,” is mentioned in the appeal.

The current situation complicates agricultural cooperatives’ work, as they cannot be registered in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations.

"The consequence of this situation is the impossibility of creation and operation of new agricultural cooperatives and risks formation - the economic activity of existing agricultural cooperatives can be stopped, which will reduce their market share in the production and sale of agricultural products, " is mentioned in the appeal.

Therefore, the UAC calls on officials to facilitate changes to the national classifier as soon as possible in order to include the term “agricultural cooperative”.
