«Do not create a new state agency with the functions of the former State Sanitary and Epidemiological Service, as this may lead to both negative economic consequences within the country and to the deterioration of Ukraine's relations in the international market». UAC, a public association that unites more than 800 small and medium-sized agricultural enterprises, appealed to the Prime Minister of Ukraine Denys Shmyhal. In particular, the appeal emphasizes that the reorganization of the State Food and Consumer Service and the creation of the State Disease Control Service on its basis (which will be vested with SES functions) is a step backwards for Ukraine. After all, in 2014, SES was reorganized precisely because of its "corruption glory." There were many scandals connected with this department, and its work was not marked by high efficiency.

"The efficiency of SES has always been minimal, while its administrative pressure on business development is much more significant than the pressure of dozens of other regulatory bodies that existed in Ukraine at that time" - the statement remarks.

Moreover, the reorganization of the department is a rejection of the European system of ensuring the safety of agricultural and food products (a system of control by one controlling body throughout the chain "from the field - to the table") and a return to Soviet practice. The newly created department will not be able to ensure the operation of all necessary processes for the economy quickly and efficiently.

"Potential delays or even a temporary suspension of the issuance of international certificates for goods with agricultural and food products exported, will deal a devastating blow to our exports to other countries. Our competitors will overtake us in the first place. Therefore, the planned "redesigning" of powers - threatens the export of all agricultural products, which is more than 45% of total domestic merchandise exports"- the statement affirms.

According to these facts, farmers call on the Government to abstain from such a step and find other ways to control the disease in the country. One of them could be the adoption of the Law “On Public Health”, which will replace the current Soviet Law “On Ensuring the Sanitary and Epidemic Welfare of the Population”. On the basis of this new Law, it is possible to build a new and effective epidemiological control in the country.
