The Verkhovna Rada of Ukraine has supported extremely important legislative changes that will enable the full launch of the reform of land reclamation system management through Water Users Organizations (WUOs). The law has finally resolved the issue of VAT taxation on transactions involving the transfer of property to WUOs, which had long blocked the implementation of the reform.

These are changes that the Ukrainian Agri Council has been working on consistently for several years. The experts of the UAC developed the amendments that formed the basis of the adopted decision.

In addition, the law establishes fairness in land taxation: from now on, individuals who have transferred their land plots to single tax payers of the 4th group are exempt from paying land tax. This decision eliminates de facto double taxation and corrects a systemic injustice that the agricultural community has repeatedly drawn attention to.

This is an important step towards creating fair and effective conditions for the development of agriculture.
