On Wednesday, July 16, the Verkhovna Rada of Ukraine supported extremely important legislative changes that will allow the full launch of the reform of managing reclamation systems through Water Users Organizations (WUOs). The law has finally settled the issue of VAT taxation of transactions on the transfer of property to WUOs, which has long blocked the implementation of the reform.
These are changes that experts of the Association of Water Users Organizations have been consistently working on for several years. Those are the Association experts who has developed the amendments that formed the basis of the adopted decision.
This is an important step towards creating fair and effective conditions for agricultural development.
The Association is gratitude to all MPs who supported these changes, and especially thanks for their support and cooperation: MPs Danylo Hetmantsev, Oleksandr Haidu, Oleksandr Kovalchuk, First Deputy Minister of Agrarian Policy Taras Vysotskyi and Deputy Head of the State Fisheries Agency Taras Kot.
According to Dmytro Kokhan, Executive Director of the Association of Water Users Organizations, the issue of VAT taxation of property transfer to the Association, which has long blocked the implementation of the reform, was a priority for the Association.

Next, we are working on the realization of the legal rights of water management companies and transferring them to the management of reclamation networks.
