More than a thousand farmers made a protest campaign outside the Cabinet of Ministers of Ukraine and the President's Office demanding partial compensation for winter crop losses because of the drought. Farmers called on the authorities to allocate funds, as they promised in May by the Ministry of Economic Development, Trade and Agriculture of Ukraine. Farmers asked the President Volodymyr Zelenskii to take personal control of the issue of compensation for agricultural producers.
Farmers emphasize that the southern regions - Odesa, Mykolayiv, Kherson, Zaporizhia - have suffered the most because of the drought. The worst situation is in Odesa region, where more than 300,000 hectares of crops were lost. In the southern regions of the region the losses of agricultural enterprises are from 80 to 100%.
"We had dry weather for two years. All farmers have suffered because of great losses. Last year, the companies worked for minus, but fulfilled all their obligations to shareholders, the budget, contractors. This year we hoped for good weather. But we have suffered because of a great drought and enterprises are currently unable to pay rent to shareholders or pay taxes to the budget. Our villages are in catastrophic situation now." - Alla Stoyanova, a member of UAC board and the head of a farm in the Odesa region said.
Serhii Parovyk, a member of UAC board and the Chairman of the Lyubashiv district council of the Odessa region, mentioned that local self-government depends on the welfare of agriculture:
"The fact that today taxes will not go to local budgets will be reflected in the form of unpaid wages to employees of kindergartens, schools, hospitals, clinics; repairs will stop, life in the village will stop too." - the head of the district council said.
Many times farmers have appealed to the Ministry and the Government, called for help. However, they did not receive any assistance.
"If we are not heard today, we will be left without resources, so we ask for help. We have always paid taxes and helped our villages, but today we cannot get out of this situation on our own, and politicians have mechanisms through which they can help us. We have submitted our offers. We hope they will hear us." - Oleksandr Denysenko, the head of the “Agro Yug Company” (from the Belgorod-Dniester district of Odesa region) said.
Farmers from other regions came to support colleagues:
"We support the farmers of the South, because this is a common problem. The situation in the Odesa region is the situation of the completely Ukrainian territory. I am convinced that the authorities have to find mechanisms to help financially. It shouldn't be any big compensations, but in order for them to survive, they have to help.” - Serhii Ivashchuk, a member of the UAC board, the Director of “Perlyna Podillia” from Khmelnytsky region mentioned.
Farmers submitted appeals to the Prime Minister of Ukraine and the President with an offer for funding mechanisms. One of them is to redistribute funds from the state support program for farmers for 2020 and part of them use for compensation for losses. Also, having adopted the relevant changes, to allocate money from the reserve fund of the budget on a non-refundable basis.
"At the same time, so that there is no question of where to get the money in the future, we offer another source of filling the budget – to make all parts of the agriculture sectoir legal. In particular, to adopt the bill №3131, which obligate all farmers to pay taxes. That means billions of UAH that could be attracted to the state budget, " - Denys Marchuk, the Deputy Chairman of UAC said.
